When comparing two circuits, we note that the resistance is the same, but circuit #1 has more voltage. This means that Circuit #1 will also have more current.
We only have to glance at Ohm's Law: I = E / R
Current = (voltage) / (resistance)
We can see plainly that if the voltage increases, then the current increases.
