no they should not , civil cases only are small cases, for example in a civil court divorces are heard, money debts, house evictions. crime cases are more serious for example homicides or thefts, it would not make sense to charge someone with a serious crime and be tried in civil court. this can also avoid double jeopardy, im a civil court they can get convicted of a crime which can maybe be the same crime in criminal cases however they can be called differently.
