Survey 3 and 4 is the surveys less likely to be biased, because they are the most alike. :)

You can find the percent then, by doing 27/50.

27/50 = 0.54

0.54 = 54%

Hence the answer is 54%.

Personally i would go with 53% (C) as it is the closest thing to the real answer, and could be a typo, either by you, or the teacher :)
