it says it is proportional...so lets make a proportion

70/210 = 63 / x....70 inches to 210 cm = 63 inches to x cm
cross multiply
(70)(x) = (210)(63)
70x = 13230
x = 13230/70
x = 189 <==== ur answer

** and if u didn't already know, proportions are nothing but equivalent fractions : 70/210 reduces to 1/3....and 63/189 reduces to 1/3
